It's irritating. The only thing I can think is he is envisioning himself as a dog (like a scraggily, downtrodden man), so he can have one leg. I don't know. I can't listen to that song because I picture a one legged dog unable to move. Maybe that's the meaning-- He is trapped by his own mind and internal battles, so he doesn't move at all.
